Peskov interprets Presidential Decree No. 604: Critical infrastructure with inadequate protection may be temporarily taken over by the state
On August 25, Kremlin press secretary Peskov provided an official interpretation regarding Presidential Decree No. 604 signed by Putin the previous day. In recent times, Russia's key infrastructure sectors—including energy, industry, and logistics—have frequently been targeted by drones. However, many private enterprise owners have failed to allocate sufficient resources to implement anti-drone defenses, leaving persistent security vulnerabilities. This is the core motivation behind the new regulation.
Peskov stated outright that numerous business operators have not given proper attention to anti-drone security measures. According to this presidential decree, if a facility’s owner fails to ensure adequate safety, drone defense measures fall short of operational requirements, or recovery efforts after an attack are delayed, the Russian government may initiate procedures to transfer the enterprise to temporary state management.
The scope of this control mechanism is extremely broad, encompassing the fuel and energy sector, industrial and mining enterprises, power systems, telecommunications, urban public services, transportation hubs, and logistics centers—all of which are vital to regional livelihoods and economic stability. Meanwhile, the Kremlin clarified rumors about U.S. military aircraft arriving at Vnukovo Airport, stating there are no plans for any American government representatives to visit the Kremlin for talks this week.
