Agency News from Kazakhstan International News Agency — According to the Presidential Press Service, Kazakh President Kassym-Jomart Tokayev signed the constitutional bill titled "On the Special Legal Regime for Almaty City" on the 8th.
It is understood that the main objective of this constitutional bill is to create conditions for dynamic and sustainable development of Almaty City.
Under the city’s special legal status, a brand-new approach is being adopted, aimed at establishing an independent ecosystem to foster innovation, investment, and economic growth.
As per this constitutional bill, a new urban governance model has been introduced. This model specifically establishes core principles governing business operations, customs and traditions, digital assets, gambling, social sectors, financial markets, construction and urban planning, ecology and environmental protection, culture, and sports.
The legal status of "Residents of Almaty" has been approved. The government has granted special status to certain categories of individuals and legal entities. The scope of application of the special regime, along with corresponding rights, obligations, and requirements, will be determined based on the resident's identity.
Long-term investment and technological development in Almaty City are grounded in strategic documents, and long-term development plans, master plans, and strategic frameworks have already been established to ensure sustained progress.
To ensure the safety of Almaty City and promote its effective operation and development as a "smart city," data from all infrastructure and public security systems will be integrated into a unified digital management platform.
In addition, the city’s investment environment and investor protections, tax and budget policies, urban planning, and land relations are all subject to the framework of this constitutional law.
