Most European companies have no intention of pulling out of Russia
A study by the Association of European Businesses in Russia (AEB) shows that, despite facing severe challenges, two-thirds of European companies are not considering closing their operations in Russia.
The research titled "Strategies and Prospects for European Companies in Russia" has been conducted annually by the AEB since 2011—this is the nineteenth edition. The latest survey was carried out between March and May 2026, with participation from 119 companies.
The study states: "Despite the numerous difficulties associated with doing business in Russia, 67% of companies—unchanged from last year—are not considering the option of shutting down their operations in Russia."
The report identifies the most significant negative factors affecting businesses in Russia in 2026 as: sanctions against Russian banks, restrictions on imports and exports and software usage, difficulties in paying dividends and intra-group loans, and limitations on transportation.
77% of respondents expect that sanctions targeting Russia will not be eased this year.
