The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China was held in Beijing from October 20 to 23. The session reviewed and approved the "Suggestions of the CPC Central Committee on Formulating the 14th Five-Year Plan for National Economic and Social Development" (hereinafter referred to as the "Suggestions").

Svetlana Batanova, a senior lecturer at the Department of Foreign Languages and Intercultural Communication at the Russian Federal Government Financial University, believes that this document lays the foundation for China to accelerate its development into a world power in manufacturing, aerospace, transportation, and network technology. This means that all relevant Chinese ministries, enterprises, and scientific research institutions will clearly define their development directions after the new five-year plan is formulated. In the current geopolitical context, this will also promote more joint projects between Russia and China in areas such as space development and transportation. For example, the two countries can jointly use the Northern Sea Route and build infrastructure in the Russian Arctic region.

Another direction highlighted in the "14th Five-Year Plan" suggestions is expanding domestic demand.

Experts believe that this direction is of strategic importance for China because China's economy has been export-oriented for several decades, thus relying largely on external markets including Europe and the United States. However, these countries often launch trade wars against China and impose new restrictions and sanctions, constantly bringing new risks to Chinese producers. Therefore, the Chinese leadership has been working for the past decade to expand domestic demand, hoping to shift some export goods to the domestic market.

Therefore, the "Suggestions" point out that "new demand should lead to new supply, and new supply should create new demand, promoting a virtuous cycle between consumption and investment, supply and demand, and enhancing the internal driving force and reliability of the large domestic cycle." The document also recommends "vigorously boosting consumption."

Batanova pointed out that this provides opportunities for Russian regions to achieve better development by exporting agricultural products to China, as China has natural limitations in agricultural development resources, such as being unable to expand arable land or significantly increase the production of green, natural animal feed. Therefore, Chinese food producers will seek long-term opportunities to import food industry raw materials, and the Siberian and Far Eastern regions of Russia have natural advantages and abundant resources that can be used to expand agricultural product and food exports to China.

Batanova believes that it is particularly important to maintain a high level of environmental standards in Russian industries and to eliminate violations of environmental requirements. A reasonable approach would be for Russian enterprises to take the initiative in the production of related products and the supply to China, and to establish specialized export agricultural clusters targeting Chinese consumers.

In 2024, Russia supplied agricultural products worth $6.4 billion (1 USD is approximately 7.10 RMB - note from this site) to China. This figure is expected to rise to $7 billion this year, and reach $11 billion by 2030.

Another promising direction mentioned in the "Suggestions" is the development and application of innovation.

The document states that "we should coordinate the construction of a strong country in education, science and technology, and talent, enhance the overall effectiveness of the national innovation system, comprehensively strengthen independent innovation capabilities, seize the high ground in technological development, and continuously give birth to new productive forces."

According to statistics, China currently accounts for about 30% of global industrial production. The development and application of new technologies will help China lead multiple industries in the world economy and consolidate its leading position.

For Russia, this direction may have a positive impact on the development of relations between Russian and Chinese universities and research institutes. Batanova predicts that more joint universities will be established between Russia and China, Russian science and technology projects will receive Chinese investment, and Russian technological development results will be commercialized and applied in the Chinese market.
