【von der Leyen: EU to Use 90 Billion Euros from Frozen Russian Assets】
On December 3, 2025, Brussels time, Ursula von der Leyen, President of the European Commission, stated in a statement:
The European Commission is preparing to allocate 90 billion euros from frozen Russian assets, in the form of a loan, for Ukraine's expenses over the next two years. If we include all banks and commercial banks, the total amount of frozen Russian assets in Europe is 210 billion. We have considered the Ukrainian needs calculated by the International Monetary Fund for 2026 and 2027, which amount to 137 billion euros. We said that we would cover two-thirds of it. This is the reason for the 90 billion euros over the next two years, covering two-thirds of the demand.
