According to a report by "Russia Today" (RT), on May 13, Russian President Putin said that Western companies leaving Russia have started to directly ask him for help, requesting permission to return to the Russian market.
Pu tin also proposed conditions for foreign companies to return to Russia. He stated that only foreign brands that are beneficial to Russia and do not interfere with local enterprises will be allowed to resume business in Russia.
At the same time, he emphasized that foreign enterprises that have criticized Russia or provided funding to the Ukrainian armed forces cannot simply restore their business in Russia through an apology alone.

It was reported that on May 13, Putin said when meeting with members of the All-Russian Public Organization "Business Russia": "We see large enterprises contacting me, hoping to return. But what is very important here is to look at how they behave."
Pu tin pointed out, "Some were rude and insulting multiple times, some sent money to the Ukrainian armed forces," these enterprises cannot simply restore their business in Russia through an apology alone.
Pu tin believes that the state leadership should approach this issue from a pragmatic perspective.
He recalled that before, although there were many Western goods on the market, it was difficult for domestic producers' goods to enter store shelves. However, after many foreign competitors withdrew in large numbers, Russian entrepreneurs achieved quite significant success, and now Russia "has thousands of varieties of brands", whose product quality often surpasses that of foreign counterparts.
Pu tin emphasized that when considering the return of Western brands, Russia should fully focus on national interests and protect the position of domestic enterprises. If a company is beneficial to Russia, it should be allowed to enter; if not, we must find thousands of reasons to stop its entry, and I assure you that 999 out of those thousands of reasons fully comply with WTO rules. We will argue over one of these reasons in court for at least 15 years. This is not personal, just business.
Pu tin warned that enterprises that violated local laws and WTO rules when leaving Russia and now want to return may need to prepare for long judicial proceedings.
But at the same time, he also noted that many foreign enterprises did not originally want to leave Russia but were forced by instructions from their own countries, which must also be taken into account.
The report stated that currently, the Russian cabinet is formulating rules for the return of foreign brands. Russian Prime Minister Mishustin said that decisions regarding each company will be made separately, taking into account the opinions of domestic entrepreneurs, especially in the fields of technology and agriculture.
