Two Democratic members of Congress have called on the U.S. government to increase transparency by disclosing the review process for licenses to sell NVIDIA's high-end artificial intelligence chips to China. According to Reuters, Senators Warren and Representative Gregory Meeks sent a joint letter to the U.S. Department of Commerce, demanding the disclosure of all export license applications involving Chinese companies purchasing NVIDIA H200 chips, and the public release of related decisions within 48 hours after any license is approved. They also requested briefings before the approval process, explaining the potential military uses of the chips being exported, as well as reactions from allied and partner countries regarding the decision. This pressure comes after Trump recently stated that he would allow the sale of NVIDIA H200 chips to China, with the U.S. collecting a 25% fee. Trump claimed this move would help weaken China's demand for domestic chips, thereby maintaining the leadership of U.S. companies. Warren publicly opposed this decision, warning that allowing the sale of NVIDIA's second most powerful AI chip to China could "accelerate China's competitive advantage in technology and military fields," harming America's economic and national security. She had previously called on Congress to require Huang Renxun to testify at a hearing on the issue.
