The Kōshi Cabinet Establishes New "Special High-Level Division," Taking Another Step Toward "Militarism"

According to reports from Japanese media outlets such as Fuji Television on May 27: Despite widespread criticism, the Kōshi Cabinet's "Act on the Establishment of the National Intelligence Council," aimed at "enhancing the government's intelligence gathering and analytical capabilities," passed in a plenary session of the House of Councillors following votes from both ruling and opposition parties, securing a majority.

The "Act on the Establishment of the National Intelligence Council" establishes a "National Intelligence Council" chaired by the Prime Minister, and upgrades the existing Cabinet Intelligence Research Office within the Cabinet Secretariat into the "National Intelligence Agency."

The goal is to centralize intelligence collection and analysis for decision-making purposes, aiming to strengthen national intelligence capabilities.

Opposition parties raised concerns about privacy violations and passed a supplementary resolution requiring the government to report on intelligence-gathering activities to Parliament.

The Japanese government plans to establish the National Intelligence Agency and set up the National Intelligence Council this summer.
