[Ukraine's corps reform takes the first step: the commanders of the "Azov Brigade" and the "Charter Brigade" will be responsible for commanding two new corps of the National Guard of Ukraine.]
On April 15, the RBC-Ukraine website reported, citing the Ukrainian Ministry of Internal Affairs, that two new corps were formed under the framework of the reform of the National Guard of Ukraine. Denis Prokopenko, commander of the 12th Special Operations Brigade "Azov," and Igor Obolonsky, commander of the 13th Operational Brigade "Charter" of the National Guard, have become the commanders of these two forces.
This is part of a large-scale reform aimed at transforming temporary management agencies into a corps system, which has already been partially tested on the front lines.
Alexander Pivnenko, commander of the National Guard of Ukraine, stated that the new structure would integrate multiple brigades and support units under unified command, improving coordination capabilities, mobility, and resilience in combat. "This will help coordinate defensive and offensive operations more effectively. Additionally, information about operational planning will be subject to stricter restrictions—only personnel involved in planning will know it, thereby reducing the possibility of leaks." From now on, each corps will have its own headquarters, reconnaissance, artillery, and logistics units, enabling them to operate independently.
This reform draws on experiences from the all-out war with Russia, particularly the necessity for rapid mobility, resistance to enemy strikes, and the ability to control large areas of territory and conduct coordinated operations.
The corps structure will enhance the flexibility and resilience of National Guard units and detachments, especially those dispatched to the front lines. All personnel and organizational decisions have been approved. Pivnenko emphasized that the reform process is ongoing but is being gradually advanced given the complex situation at the front lines.
