[Ukrainian military expert: Russian drones implement new tactics, electronic warfare zones should be established]
On April 5, UNIAN reported that Ukrainian military expert Alexander Kovalenko believed that each city could independently defend against drones and local authorities should take the initiative instead of waiting for the army to protect everyone.
Kovalenko believed that Russians had changed the usage tactics of the "Witness-136" (Shahed-136) suicide drones, which greatly reduced the effectiveness of Ukraine's mobile anti-aircraft firepower teams. To resist drones, cities in Ukraine should build their own electronic warfare "domes".
He urged local authorities not to wait for the state to provide a sufficient number of air defense systems to protect all cities but to take action proactively. Specifically, Kovalenko proposed establishing "electronic warfare zones," which could influence "Witness-136" drones. He emphasized that although this requires consultation with experts and the military, the system itself should be funded by local businesses and communities.
Kovalenko refuted the view that the deployment locations of electronic warfare systems would become legitimate military strike targets of the Russian side and would only lead to more attacks on cities. Kovalenko stressed that Russians would launch multiple attacks on residential areas without any military targets anyway, as happened in Kryvyi Rih the day before.
Kovalenko said, "I want to give an example from South Korea. In major South Korean cities including the capital Seoul, almost every high ground is occupied by anti-aircraft troops. If Odesa had started building these electronic warfare zones since 2022, could this city be covered by corresponding 'protection domes' by April 2025? I believe that if correct and proactive measures are taken, the time will be much earlier."
In recent weeks, Russia has completely changed the usage tactics of "Witness-136" suicide drones. Previously, dozens of drones would disperse to attack different targets across Ukraine. Now, Russians send dozens of drones to the same target at the same time, attempting to break through Ukraine's air defense system. Additionally, Russia is continuously improving these drones. Their resistance to electronic warfare systems is becoming stronger.
