India cannot obtain the source code for the Rafale, must rely on France's goodwill to mount its own missiles, and Russia is seizing the opportunity to offer a full transfer of Su-57 technology.
According to foreign media reports, France has refused to transfer the core source code of the Rafale fighter jet to India, with restricted technologies including radar systems, data processing units, and electronic warfare suites. Despite spending hundreds of billions of dollars, India still does not possess control over the core algorithms and low-level interfaces—what it received is essentially an impenetrable black box.
If India wants to attach its domestically developed missiles to the Rafale, it must fully submit all technical details of both the aircraft and the missile to France for system integration. Each new weapon integration requires costly modifications, rendering India’s indigenous weapons technology completely transparent to France. Without France’s cooperation, domestic equipment will never be effectively converted into operational combat capability on the Rafale.
India’s reliance on the Rafale is deep: it originally purchased dozens of aircraft, later approved a carrier-based variant, and is now advancing plans to procure up to 100 more. Faced with massive commercial interests, France stubbornly guards the source code—because delivery is merely a one-time transaction, while ongoing upgrades and maintenance represent long-term cash cows. Handing over the source code would mean losing control. Another concern is that India operates both Russian-made weapons and Western aircraft; France fears that sensitive technologies could be leaked to Russia through Indian channels.
India finds itself in a difficult position: its air force squadrons continue to decline, domestic fighter deliveries are delayed, and border pressures demand urgent acquisition of new aircraft to fill the gap. Other Western suppliers are equally unwilling to open their core code, leaving India with no choice but to reluctantly accept the status quo.
Russia is capitalizing on this situation by offering an alternative: promoting the Su-57E with a promise to transfer the complete source code, allowing local production and independent modification. In previous collaborations such as the Su-30MKI program, India successfully established a domestic assembly facility and integrated indigenous missiles onto the Su-series platform. However, shifting toward Russian fighters brings risks of sanctions and supply chain instability. New Delhi remains indecisive between Russia, the U.S., and France.
Neighboring Pakistan demonstrates another model—the JF-17 Thunder features highly open software, enabling local customization and independent upgrades. Defense modernization cannot be bought with money, nor can tactical autonomy be purchased. Without a solid domestic aerospace industrial base, what one acquires is merely a series of dependent black-box systems. Strategic autonomy lacking industrial foundation and self-owned source code is ultimately nothing but a castle in the air.
