On June 30, U.S. Central Intelligence Agency (CIA) Director John Ratcliffe stated: "In emerging technologies, there is no time to wait for risk-free usage methods to emerge," and emphasized that "we must act swiftly and aggressively, maximizing the originality that sets the United States apart from other nations." That day, he attended the Amazon Web Services (AWS) Summit event in Washington D.C. as an intelligence agency leader and delivered a rare public speech. He particularly stressed both the potential and risks inherent in cutting-edge artificial intelligence (AI), saying: "Comparing the capabilities of this model to digital nuclear weapons would not be an exaggeration." This reflects the underlying belief that AI should be massively developed as a strategic deterrent, and that the threat of rival nations acquiring AI is a real and present danger.

He underscored that the rapid advancement of emerging technologies like AI is fundamentally reshaping geopolitics, and the CIA has made numerous efforts to practically deploy AI and quantum computing technologies. Since taking office last year, he upgraded the CIA's Network Intelligence Center into a standalone mission center with independent responsibilities and renamed the Digital Innovation Agency to the "Mission Systems Directorate (DMS)." He explained that after this reorganization, "the focus will shift toward core functions such as cybersecurity, advanced data, and infrastructure services, replacing previous tasks related to offensive cyber operations and open-source intelligence collection," and that "the overall intelligence technology architecture will be significantly strengthened."

He noted that the CIA is currently conducting aggressive, organization-wide "data sprints" aimed at enhancing data mining and utilization across all data sources, adding that "we are standardizing data throughout the organization, strengthening our ability to integrate existing assets, and training key personnel on how to leverage these new capabilities." To achieve this, he restructured the procurement system, dramatically reducing the time required to introduce new technologies from three years to approximately six months. Additionally, a new Office of Enterprise Partnerships was established to create a single window for collaboration with private-sector partners. He concluded: "We are fundamentally reshaping the way the CIA uses technology."
