The Russian Federation Council has passed a bill expanding the scope of individuals eligible for mobilization enlistment

The Russian Federation Council unanimously adopted a legislative amendment on July 24 during its plenary session, broadening the range of individuals who may enter into military contracts with the Ministry of Defense during mobilization, martial law, or wartime states.
The bill amends the Federal Law "On Military Duty and Military Service." According to Deputy Andrei Dergachev, the new regulations remove application restrictions for certain individuals with unresolved or unexpunged criminal records, covering 11 specific offenses listed in the Criminal Code.
These offenses include: cash smuggling, gang-related crimes, unlawful entry into protected facilities, and violations of safety requirements and anti-terrorism protection regulations at fuel and energy complex facilities.
After approval by the Federation Council, the bill must undergo further legislative procedures before it can officially come into effect.
