He replied that a new wave of sanctions against Russia is ready and only needs the approval of the U.S. Congress and President Trump.
Kellogg said, "I talked with Lindsey Graham last weekend, and I think the sanctions are ready. This measure known as the '2025 Russia Sanctions Act' will soon be implemented, and its intensity will be very severe." He emphasized that the sanctions mainly target Russian oil product exports.
Kellogg also stated that the use of drones by Ukraine to attack Russian military airports has "significantly increased the risk level of the conflict and may lead to an escalation of the situation."
The '2025 Russia Sanctions Act' was proposed by bipartisan senators in the U.S. Congress in early April, with main drafters being Senator Graham and Democratic Senator Richard Blumenthal from Connecticut. The proposal includes imposing secondary sanctions on Russia's trading partners and requiring a 500% tariff on goods imported into the United States from countries purchasing Russian oil, natural gas, uranium, etc.
