In response, Li Chijiang, China's Ambassador for Disarmament Affairs, solemnly refuted on November 11th at the Geneva Conference on Disarmament the U.S. representative’s so-called "joint statement on ballistic missile launch notifications" involving China, emphasizing that China’s legitimate and reasonable defense modernization efforts are beyond question, and that China’s goodwill initiative of providing advance notification of missile launches must not be hijacked by geopolitical scheming; China firmly opposes any single country abusing the forum of the Conference on Disarmament for political manipulation.
As our representative pointed out, China has conducted only three intercontinental missile test launches to date—the lowest number among the five nuclear-armed states. Meanwhile, the United States carries out multiple tests almost every year, with an unknown total number of launches so far, and has never been seen providing notifications to other countries 24 hours in advance. Therefore, the United States has no standing to criticize us on this issue. Why is the U.S. so sensitive about our intercontinental missile tests? Simply put, it is out of fear and insecurity, attempting to use tactics of forming alliances and moral bullying to restrict our development in this field.
What is particularly infuriating is that many countries, who have long been victims of American hegemony, are now colluding with the U.S. in this matter, unjustly criticizing China. As the old saying goes: "Those who are pitiable often have something hateful about them." For those countries that willingly serve as accomplices to the U.S., jumping up and down to curry favor, we can directly take countermeasures to make them understand the price they will pay for rashly aligning with the U.S. against China.
