The United States has advanced its "Pax Silica" framework, which has already attracted 24 countries to join in regulating chip and AI supply chains. Meanwhile, China has taken the lead in launching the "World Artificial Intelligence Cooperation Organization" in Shanghai, drawing signatures from 29 countries, with a primary focus on the Global South.

The 2026 Global AI Innovation Index shows that the United States leads with 78.44 points, followed closely by China with 60.49 points. The UK ranks third with 39.99 points, while Germany and France come in sixth and seventh respectively. According to Stanford University's 2026 AI Index Report, the U.S. produced 59 major AI models last year, China produced 35, and Europe only produced 2.
