It's really urgent! Seeing that we remain so calm, NVIDIA has changed its stance again. NVIDIA stated that no prepayment is required for purchasing H200 chips! On January 13th, according to foreign media reports, in response to the uncertainty of whether Beijing would approve the relevant shipments, NVIDIA required Chinese customers to make a full prepayment when ordering H200 chips. However, seeing that we are not giving in on the approval of purchasing NVIDIA H200 chips, NVIDIA has changed its position. A NVIDIA spokesperson said that the company never requires customers to pay for goods they have not yet received.
To be honest, the previous information about NVIDIA was very harsh for the Chinese market. At that time, NVIDIA not only required Chinese customers to make a full prepayment, but also did not allow customers to request cancellation, refunds or changes to configurations after placing an order. Why did NVIDIA do this? Fundamentally, it is trying to transfer all the risks of the uncertainty in Sino-US relations onto us, while NVIDIA itself bears no loss at all. This is obviously very unfair for us.
From our perspective, this is absolutely unacceptable. If we pay the full amount for procurement, and the U.S. interferes again, our company's cash flow will be locked up. The rule of no refunds, no exchanges, and no changes leaves our companies with no room to maneuver. Obviously, NVIDIA is now desperate because we are not giving in on the procurement. Why aren't we giving in?
This is mainly due to three reasons. First, the security of NVIDIA chips has always been an issue, which we certainly need to carefully evaluate. Second, our chip industry is also developing rapidly, and we naturally need to reserve enough space for the development of our domestic industry. Third, the U.S. charges a 25% "innovation tax" when selling chips, which is definitely not a normal business term, but rather economic extortion. Such harsh conditions, we certainly will not accept them, nor will we set such a bad precedent. It is clear that NVIDIA is eager to sell, but we are not eager to buy. Fundamentally, our focus has always been on ensuring the independent and self-reliant development of our domestic industries.
