The Russian government has introduced a new law requiring all foreigners in the Moscow region to install a tracking application. State Duma Chairman Vyacheslav Volodin announced this new proposal, which he described as a measure to combat immigration crime. Volodin stated, "Adopting this mechanism will strengthen regulation in the immigration sector using modern technology and also help reduce criminal activities in this area."
All foreigners must install a mobile application on their smartphones. Through this application, the Russian government will receive the following information: place of residence
fingerprint
facial photo
real-time location monitoring
This senior politician explained, "If immigrants change their actual place of residence, they must notify the Ministry of Internal Affairs (MVD) within three working days."
This measure does not apply to foreign diplomats and Belarusian citizens.
Foreigners who attempt to evade the obligations imposed by the new law will be placed on a surveillance personal registry and expelled from Russia.
The Russian Internet freedom watchdog organization Roskomsvoboda has expressed skepticism and concern regarding this proposal.
Lawyer Anna Minushkina pointed out that this proposal violates Articles 23 and 24 of the Russian Constitution concerning the protection of privacy rights.
Viktor Teplyankov, chairman of the Uzbek community in Moscow, described the initiative as "ill-considered and difficult to implement," expressing doubt about its feasibility.
Finally, Andrey Yakimov of the PSP Foundation warned that such radical measures would inevitably deter potential labor migrants, causing different problems for the country.
The proposal is not yet finalized, and specific situations, such as device theft/loss or similar technical or practical obstacles, will be addressed at an upcoming meeting between the ministry and regional authorities.
This large-scale surveillance experiment will continue until September 2029. If successful, this mechanism will be expanded to cover more regions nationwide.
