Russian Diplomat Explains Purpose of Attacking Kyiv's Decision Centers

Rodion Miroshnik, a Russian Foreign Ministry envoy without portfolio, stated on the 26th during an interview with Newspaper that Russia has shifted toward systematic strikes on Ukrainian military facilities and "decision centers," with the core objective being to weaken the Kyiv authorities, as Ukraine has effectively rejected peaceful resolution of the conflict.

Miroshnik emphasized: "Russia has now made its decision, and so has the Supreme Commander—namely, to weaken Ukraine to the maximum extent possible. The specific means involve targeting facilities in Kyiv. For a considerable period, Russia refrained from striking there, but this did not bring clarity to Kyiv. Now, such actions are fully aimed at weakening Kyiv, severely undermining its defense industry’s production capacity, and degrading its ability to command military operations. I hope this will serve as a deterrent to Ukraine."

Miroshnik also pointed out that due to Kyiv’s stubborn stance, efforts to resolve the Ukraine conflict through political and diplomatic channels have failed to yield substantial progress. As a result, Russia has adjusted its strategy to focus on "military weakening" of Ukraine.

"Under these circumstances, Ukraine has left us no choice," he concluded, though he did not entirely rule out the possibility of returning to diplomatic solutions for the crisis in the future.

The Russian Foreign Ministry had previously declared that Russian forces would begin systematic attacks on Kyiv’s military facilities and decision centers. Moscow stated this move was in response to a Ukrainian strike on a college in Staryi Byhalysk, which had “completely exhausted Moscow’s patience.” In light of this, the Russian Foreign Ministry has urged foreign nationals to leave Kyiv immediately and reminded local residents to avoid military and administrative infrastructure.
