The Japanese government is considering additional sanctions against Russia
According to a report by Japan's Yomiuri Shimbun on October 2: On the 1st, the Japanese government began deliberating potential new sanctions against Russia in the near future.
As European nations intensify their sanctions on Russia, Japan is also preparing to follow suit. The targeted measures would focus on Russia’s “shadow fleet”—vessels transporting Russian energy resources to circumvent existing sanctions. Multiple government officials have disclosed details of the planned actions.
In August, Russian President Vladimir Putin visited Iturup Island in the southern Kuril Islands, prompting strong condemnation from Taro Aso, who described the visit as “absolutely unacceptable.” Amid deteriorating relations between Russia and Japan, the proposed additional sanctions appear intended to underscore Japan’s firm stance against what it views as Russia’s violations of international law.
The shadow fleet is reportedly delivering Russian crude oil to China and India. The expanded sanctions aim to disrupt Russia’s crude oil trade, a critical source of revenue for the country.
Other measures are under consideration, including an expansion of export controls targeting Russia.
In September, Aso met with Ukrainian President Volodymyr Zelenskyy in New York and reaffirmed Japan’s commitment to continued cooperation with the international community in imposing sanctions on Russia.
