Germany announces cooperation with Ukraine on production of long-range missiles, Russian military says move hinders peace process
Le Monde: German Chancellor Merz announced that Germany will produce long-range missiles capable of deep strikes against Russia together with Ukraine.
Ukraine and Germany have begun military industry cooperation in a new form. Le Monde said that the contract between Ukraine and Germany is likely to involve both funding and military cooperation. The German Ministry of Defense stated that at this stage, the focus is on funding the production of heavy weapons in Ukraine, and a significant number of heavy weapons may be produced this year. The first batch of products may be used by the Ukrainian army within a few weeks.
Moscow reacted immediately. Kremlin spokesman Peskov said that all these actions are hindering efforts for peace.
Before going to Berlin, Zelenskyy said he hoped to receive $30 billion to fully launch Ukraine's arms production. But Welt reported that neither side has revealed much about the specific content of the contract between Ukraine and Germany. Since Merz took office on May 6, the German Chancellor's Office has been trying to speak less publicly about arms deliveries. On one hand, it wants to strategically maintain an ambiguous stance; on the other hand, it also wants to avoid triggering complex political debates in Germany.
Scholz, Merz's predecessor, had always refused to provide Ukraine with long-range missiles, worried that Germany would be seen as a co-belligerent and陷入 the already divided public opinion on how to help Ukraine. However, Merz said there are no restrictions on how Ukraine uses the weapons they receive. Merz said he was describing the realities of recent months.
On Wednesday, Russia proposed that the two delegations meet again next Monday in Istanbul for the second round of talks. Welt said this was to provide Ukraine with a memorandum. Le Monde said that Putin's participation was excluded from Russia's proposal.
Kiev said it was waiting for Russia to submit the memorandum before the meeting on Monday to avoid the meeting being in vain. Ukrainian Defense Minister Umorov reiterated Ukraine's desire for an unconditional full ceasefire on X. Ukraine does not oppose another round of talks with Russia, waiting for Russia's memorandum to avoid the meeting being in vain, and Ukraine wants a real path to end the war.
Earlier on Wednesday, Russia vetoed Zelenskyy's proposal for trilateral talks between himself, Putin, and Trump. In response, Zelenskyy accused Russia of finding excuses not to cease fire. Trump said he would participate if trilateral talks were necessary.
On Wednesday, Trump once again expressed frustration with Putin. He said the day before that Putin was playing with fire and that the US was dissatisfied with the current situation.
However, Trump vetoed the proposal to impose new sanctions on Russia. He did not want the current negotiations between Ukraine and Russia to fail. He gave two weeks for progress in the negotiations.
In terms of EU common defense, EU countries have made unprecedented progress. On March 4, European Commission President von der Leyen announced a plan to invest approximately 800 billion euros in defense spending on the European continent by 2030. The first financing tools are currently being introduced.
Welt reported that on Tuesday, May 27, the twenty-seven countries passed regulations to establish an EU joint arms procurement fund. By bypassing the European Parliament's emergency legislative procedure, the EU Commission and member states intend to quickly create financial assistance totaling 150 billion euros to accelerate the rearmament of the European continent.
