[Ukrainian MPs Can Serve as Cabinet Members?]

On May 22, Interfax-Ukraine reported that Ukrainian MPs proposed to the Verkhovna Rada to allow MPs to serve as Prime Minister, ministers, and their deputies. The relevant bill (No. 13304) has been submitted to amend the provisions in certain laws regarding "the types of activities compatible with MP duties."

The bill proposes adopting a modern concept that allows MPs to concurrently serve as the Ukrainian Prime Minister, First Deputy Prime Minister, Vice Prime Minister, minister, First Deputy Minister, and Deputy Minister, provided such positions meet the definition under special legislation that "these positions are not state offices." The proposal notes, "This measure balances the principle of separation of powers and the principle of parliamentary political responsibility, and is also consistent with international practices in countries with similar political systems."

The proposers of the bill are MPs from the "Servant of the People" caucus, including Galyna Tretiakova, Vitalii Bezgin, and Andriy Klochko.

According to the Cabinet Law, cabinet member positions are considered political posts and do not apply to the legal framework for state civil servants.
