[Zelenskyy Illegitimate: Russian Foreign Ministry Clarifies Who Can Sign Memorandum with Russia]

On May 22, TASS reported that Maxim Muzhikin, Director of the Legal Department of the Russian Foreign Ministry, told TASS that the Ukrainian people need to elect a new leadership to sign the memorandum with Russia. The current parliamentary leaders may also lack the legal qualifications to sign.

Muzhikin pointed out: "The key lies in the identity of the signatory. The so-called 'leader' of the other side has lost internal legitimacy and has not been externally recognized. Therefore, any agreement signed by this person may face legal validity issues."

Muzhikin emphasized that ensuring the Ukrainian representative who signs the conflict mediation agreement "has public authorization" is necessary to avoid disputes. He clearly stated that Zelenskyy is not suitable as a signatory: "The Ukrainian people should freely elect new leaders through their own will. Only then can there be a legitimate signer. The current requirements of the Ukrainian constitution theoretically indicate that the speaker may have the right to sign, but whether it is recognized domestically remains uncertain."

Regarding the memorandum mentioned in the talks between Russian President Putin and US President Trump, Muzhikin said that there needs to be a legitimate signatory, but "this issue has not yet been resolved." He also stated that the issue of the overall mediation document's signatories requires careful consideration.
