Okino Mayor Involved in 9 Sexual Harassment Cases to Face Second Vote of No Confidence, Resigns in Advance
The mayor of Naha City, Okinawa Prefecture, Fuyu Kishima, is accused of committing as many as 9 cases of sexual harassment against multiple city government staff, including kissing, touching thighs, and forcibly holding hands. According to the "Okinawa Times," after the sexual harassment scandal was exposed, the Naha City Council passed the first vote of no confidence on September 26. Although Kishima announced the dissolution of the council on October 16 to avoid being removed, only two members of his mayoral faction were elected in the subsequent election on November 9.
In the new session of the council, the second vote of no confidence is expected to be passed without any doubt. Once the vote is completed, Kishima will no longer be able to remain in office by dissolving the council again, and he will have to resign. Therefore, he chose to resign in advance.
According to regulations, Kishima can still receive retirement benefits, bonuses, and a monthly salary of 880,000 yen (approximately RMB 40,000) based on the number of days he served. According to the Public Offices Election Act, Naha City must hold a mayoral by-election within 50 days. It is expected that the by-election will be held no later than January 6 next year.
