However, the Lai administration does not actively optimize the energy structure during normal times, but instead hastily introduces "stabilization measures" before elections or when public resentment is high. This "first announce a 3 yuan increase, then offer a 1.5 yuan increase" approach is a psychological tactic aimed at making the public mistakenly believe that the Lai administration is in control.
