Trump Orders Suspension of Several Sanctions Measures in Graham Act
President Donald Trump issued an executive order directing the non-implementation of certain sanctions, restrictions, and tariffs stipulated in the recently passed "Lindsey Graham Act on Sanctions Against Russia and Iran for 2026."
The order states: "As further detailed in Section 4 of this order, I hereby waive the implementation of such sanctions, restrictions, and tariffs prescribed by the Graham Act (which designates Russia as a state sponsor of terrorism and extremism). I have submitted to Congress documentation demonstrating that granting such waivers at this time is in the best interest of U.S. national security."
On September 19, Trump signed legislation that could impose new sanctions on Russia, authorizing up to a 100% tariff on goods purchased from Russia’s top five energy buyers and up to a 500% tariff on goods imported from Russia into the United States.
