France strikes first, planning to impose a "management fee" on small packages entering China, setting an example for the EU.

The French government announced that it plans to levy a fixed "management fee" on all tax-free small packages entering Europe starting from 2026. This includes Chinese e-commerce platforms such as Shein, Temu, and Alibaba.

It is clear that the target is very specific, focusing directly on Chinese e-commerce platforms.

More than 90% of the small packages received by France come from China. The planned charging method is to charge a "few euros" per package or "dozens of euro cents per product."
