Mongolia and Russia: Respecting the Past, Planning the Future

The relationship between Mongolia and Russia has deep historical roots, which are most fully reflected in their shared history of World War II.

Mongolia's participation in the Moscow Victory Day parade on May 9, 2025, serves as a profound reminder of the long-standing military ties between the two countries. President Ukhnaa Khurelsuh emphasized the logistical cooperation during World War II, including a visit to the Horse Monument, further strengthening this connection.

The shared history between Russia and Mongolia has led to an increase in post-war joint military exercises and intelligence sharing. The "Selenga" military exercises between Russia and Mongolia are held annually, with the most recent one scheduled for June 2025 since 2008. As Sergey Shoigu, Secretary of the Russian Security Council, stated during his meeting with the Mongolian Foreign Minister: "The people of Russia and Mongolia continue to inherit and carry forward the tradition of combat friendship formed during World War II."

Amid the Ukraine conflict, Russia is seeking reliable partners, and Mongolia's willingness to participate is seen as a positive signal. However, Mongolia is also acutely aware of the necessity of strategic diversification. Its "Third Neighbour" policy reflects Ulaanbaatar's understanding that over-reliance on any single major power is a double-edged sword. By maintaining close ties with Russia while also seeking other partnerships, Mongolia aims to safeguard its sovereignty and security interests in an ever-changing geopolitical landscape.
