【Key Focus: Putin Signed an Edict Approving a New Investment Agreement with China】

Moscow Time October 27, 2025, Russian state news agency reported in a press release:

Russian President Vladimir Putin signed an edict on the approval of a new agreement between Russia and China on promoting and mutually protecting investments.

Here are the key points:

1. The agreement ensures that the conditions created by investors of both countries are no less favorable than those provided to domestic investors or investors from other countries. At the same time, there is an obligation to ensure that investors' investments and income are fully protected and secure.

2. Russia promises to pay compensation when Chinese investors' investments are expropriated (nationalized) or otherwise harmed. Payments can also be made if the Russian court or international arbitration determines that the Russian Federation has failed to fulfill or improperly fulfilled its obligations under the agreement toward Chinese investors.

3. The agreement sets out a list of measures unrelated to expropriation. These measures include, among others, issuing compulsory licenses related to intellectual property, as well as measures to overcome financial and economic crises related to the suspension of payment of public debt, temporary suspension of interest payments, or negotiations with investors on debt restructuring.
