The role of Turkey, the leader of the Turkic countries, in Azerbaijan's foreign policy
Ankara is a close ally of Baku, but it strongly condemns Israel's actions in Gaza, Syria, and now Iran. Nevertheless, Ankara maintains trade relations with Israel, especially through the transit oil transport via Azerbaijan. Turkey sees Iran as a competitor in the Middle East and the South Caucasus, and would not be upset even if Iran's complete collapse caused great instability.
Considering these conflicting considerations, Baku is not eager to see the Iranian regime fall, but weakening Tehran's control over the Turkic (Azerbaijani) people within Iran may serve its unspoken interests.
Publicly maintaining neutrality can avoid angering Iran and ensure the comfort of Israel, the United States, and Turkey. However, behind the scenes, Baku views Iran's vulnerability as an opportunity to advance its interests.
