The statement also emphasized that "Mr. Kim Jong-un, based on his analysis and judgment of the current situation, believed that the circumstances meet the conditions for initiating Article Four of the 'Comprehensive Strategic Partnership Treaty between North Korea and Russia', thus decided to send troops and has officially notified the Russian side".
North Korea particularly pointed out that Kim Jong-un emphasized that the North Korean soldiers sent to support the liberation of Kursk are "representatives of national honor".
In addition, Kim Jong-un also stated that "in our capital, a monument to the fighting achievements will soon be established", and called it "flowers of eternal wishes from the country and people will be placed at the gravesites of the martyrs".
