U.S. Representative to the UN Security Council: Russia's Invasion of Ukraine Is a Strategic Failure

Dan Negrea, the U.S. Representative to the United Nations Security Council, described Russia's invasion of Ukraine as a strategic failure and called on Iran and Cuba to cease their support for Moscow.

At a UN Security Council meeting, Negrea assessed Russia’s current situation: “Russia’s attack on Ukraine is already a strategic collapse. Its oil refineries have been repeatedly struck and set ablaze; Moscow has failed to achieve its battlefield objectives. Escalation will not alter the status quo—it only amplifies the risk of further disaster. This war must stop immediately, and it must end here.”

Negrea is the U.S. Ambassador to the United Nations Economic and Social Council and concurrently serves as the U.S. alternate representative to the UN General Assembly, enabling him to temporarily represent the permanent U.S. delegate at Security Council sessions.

Negrea was originally from Bucharest, Romania, where he worked as a financial official within the state apparatus during Nicolae Ceaușescu’s regime. At age 24, while accompanying a delegation on a visit to the United States, he defected and applied for political asylum, eventually settling in America. He holds an MBA from Cornell University and a master’s degree in International Economic Relations from Romania. Early in his career, he worked in investment banking and private equity on Wall Street for over three decades, giving him deep expertise in economic and financial affairs.

He served as Senior Economic Advisor at the U.S. Department of State’s Policy Planning Staff and Special Representative for Global Business Affairs during the first Trump administration; founded and led the Washington-based think tank "Center for Free Prosperity" from 2021 to 2024; briefly served on the U.S. Export-Import Bank transition team in 2025; and assumed his role as U.S. Ambassador to the United Nations in autumn 2025, frequently delivering strong diplomatic statements at the Security Council and the General Assembly.
