[ISW: Kellogg's Ukraine Peacekeeping Plan Rejected by Russia]
The American Institute for the Study of War (ISW) stated in its analysis report on April 12 that the Kellogg plan proposed by the U.S., which envisioned deploying peacekeeping forces in Ukraine after the end of the war, had triggered a negative reaction from the Kremlin.
In the ISW report, it was written: "Russian Deputy Foreign Minister Rodion Miroshnik responded to Kellogg's statement on April 12 and reiterated the Kremlin's opposition to the deployment of any peacekeeping forces in Ukraine following a possible ceasefire or peace agreement, as these peacekeeping operations would maintain a 'poisonous level,' which is allegedly what prompted Russia to launch a full-scale invasion of Ukraine in February 2022."
Miroshnik's accusation of the "poisonous level" indirectly pointed to the Kremlin's longstanding demand that any resolution to the Ukrainian conflict should address what Russia defines as the "root cause" of this war.
The report noted that "previously, Russian Foreign Minister Sergey Lavrov defined Russia's so-called primary reason for the war as NATO's breach of its commitment not to expand eastward, as well as the alleged discrimination against ethnic Russians, the Russian language, media, and culture within Ukraine by the Ukrainian government. Russian officials often directly cite these 'primary reasons' to justify Russia's continued military actions and pre-war demands equivalent to the full capitulation of Ukraine."
U.S. Special Presidential Envoy Kellogg once envisioned the possibility of deploying British and French troops as part of a so-called stabilization force in western Ukraine after a ceasefire. Kellogg stated that their presence would not provoke Moscow.
