On July 9 local time, Brazilian President Lula publicly stated that Brazil will not accept control by any external forces. In response to U.S. President Trump's unilateral announcement of increasing tariffs on Brazilian products exported to the United States, Brazil will take countermeasures.

Lula said on a social media platform, "Brazil is a sovereign country with independent institutions and will not accept threats or interference from anyone."

Lula pointed out that Trump's statement about the U.S.-Brazil trade deficit was wrong. "U.S. government statistics show that over the past 15 years, the United States has had a trade surplus of approximately $410 billion in goods and services with Brazil."

"Based on this, any unilateral tariff measures will be responded to according to Brazil's Economic Reciprocity Law."

According to Agência Brasil, a national news agency of Brazil, the Economic Reciprocity Law came into effect in April 2025, stipulating that when facing unilateral measures detrimental to Brazil's international competitiveness, related commercial preferences, investments, and intellectual property rights and obligations can be suspended as a response to countries or economic groups that take adverse actions against Brazil.

Lula emphasized at last, "Sovereignty, respect, and firm defense of the interests of the Brazilian people are the core values guiding our interactions with the world."
