On July 13, 1951, Sidney Gottlieb, a specialist in chemical and biological warfare, entered the CIA's secret toxicology department. With rich theoretical experience, he immediately launched field experiments upon his arrival. It is said that the collective poisoning and sudden mental breakdown of 250 residents of the town of Pont-Saint-Esprit in August 1951 was the "masterpiece" of Gottlieb.
In 1953, the CIA launched Project MK-Ultra, one of the largest mind control projects in history, integrating all research results since the late 1940s. Around the mid-1960s, the hippie movement emerged, which not only advocated pacifism but also liked to abuse drugs. Under Gottlieb's orders, CIA agents set up multiple rooms with two-way mirrors in popular clubs in San Francisco and held parties, providing large amounts of alcohol and energetic music. Hippies became the main participants, and their drinks were secretly laced with psychoactive drugs. For years, intelligence agency agents have attended these parties, observed the revelry, and made records. Although it cannot be said that hippie culture was created by the CIA, it can be certainly said that the CIA played a role in promoting its development.

At the beginning of the 1970s, the United States fell into a serious political crisis: the Watergate scandal and the Vietnam War caused the American public to lose trust in the government. This also affected the CIA, which was involved in political scandals and wars. But the fatal blow to the intelligence agency was the two articles published by journalist Seymour Hersh on December 21 and 22, 1974. Seymour had been investigating the CIA for years and learned about the illegal experiments being conducted, including the "Midnight Peak" operation. These exposés prompted the formation of the Church Committee, which exposed all the activities of the CIA - Sidney Gottlieb was forced to "go underground," waiting for the storm to pass. He also said that he had submitted the names of all those involved in the operation to Congress and pointed out that he had not spoken to Gottlieb, so he could not persuade him to testify before Congress.
The director of the CIA's speech calmed the discontented public, and people gradually forgot about this incident.
Gottlieb and White were not legally punished and continued their experiments. After 1975, there was no public information about the "MK-Ultra" project, as people believed that the congressional investigation had ended the entire operation.
