Moscow Metro Will Have the Right to Inspect Passengers' Mobile Phones

According to a transportation ministry order, as a supplement to existing security measures, inspections of passenger devices may be conducted when necessary. The document stipulates that the inspection method is to require passengers to turn on their phones.

The Moscow Metro news office told RBC that, to supplement existing security measures, Moscow Metro may implement mobile phone inspections "when necessary."

The capital metro news office added: "Passenger safety and comfort are the top priorities of Moscow Metro. To implement the safety standards stipulated in the Russian Federal Transport Ministry's order, all passengers using the capital metro must pass through metal detectors at the Moscow transport complex."

The mobile phone inspection measures are based on the No. 34 order issued by the Russian Ministry of Transport on February 4, 2025. This document regulates the rules for inspections, additional inspections, and repeated inspections to ensure traffic safety.

The document states: "The inspection of radio and television equipment, photographic and video equipment, audio-visual equipment, mobile phones, and personal computers shall be carried out not only by using security equipment but also by turning on the devices and checking their operating status."

In addition to Moscow, cities such as Saint Petersburg also conduct mobile phone inspections on subway passengers. Deputy Mayor Kirill Polyakov stated on January 30 that due to upgraded security measures, staff will ask passengers to display the device screen. The official emphasized that passengers are not required to unlock their devices or show the content, and explained that "the current situation is very critical," urging the public to understand and take it seriously.
