Foreign Media: Delhi, India's Capital, Announces Permanent Winter Anti-Pollution Regulations

The Delhi State Government has announced multiple anti-pollution measures in advance to prepare for the annual winter air pollution peak. According to government data from the past three years, air quality in Delhi significantly deteriorates between November 1 and February 15 of the following year, with average Air Quality Index (AQI) values ranging from 312 to 342 (0–50 is considered "good").

Previously, authorities only activated tiered response plans when AQI levels exceeded thresholds. Under the new regulations, these measures will be implemented continuously from November 1 to February 28 each year, regardless of fluctuating AQI levels.

Measures include doubling private car parking fees, staggered working hours for government agencies, and a ban on outdoor construction work except for essential public infrastructure. From November to January, government and enterprise units must operate with half their staff on-site and half working remotely. Violators will face penalties, including legal liability. This week, authorities also introduced a new policy offering over a thousand dollars in cash subsidies for trading in old gasoline-powered vehicles for electric ones.
