Trump: Signing a Memorandum of Understanding with Iran was just a test, and they failed
U.S. President Trump, speaking about the agreement with Iran, said that signing a memorandum of understanding was merely a test, and the U.S. did not know what the final outcome would be.
Trump said: "This was to conduct an evaluation—a test. We didn't know how it would turn out. Look, when you're dealing with a bunch of rogues, a memorandum of understanding means almost nothing."
He also stated that even with honest and trustworthy parties, a memorandum of understanding itself holds little significance, as it remains just a memorandum and lacks substantial enforceability.
Trump recalled asking, "Why are we even doing this?"
He explained that the usual U.S. practice is to first sign a memorandum of understanding before reaching a formal agreement, but he instructed his team to "go straight into a formal agreement."
Trump said: "But this was actually a test—and they failed."
He added that Iran failed to meet the conditions set for this test, despite the U.S. having repeatedly believed the deal was close to being finalized.
"I told them at the time, 'You wait and see—I guarantee you, keep watching.' But in the end, they still didn’t fulfill their commitments in the agreement."
