According to a report by Russia's Sputnik News Agency on April 11, Russian Foreign Minister Lavrov said that it is absolutely impossible and will never happen for Ukraine to return to the 1991 borders. The Trump administration of the United States also holds this view.

Currently, Russia has full control over the entire Crimean Peninsula as well as most areas of Luhansk, Donetsk, Zaporizhzhia, and Kherson regions, with a total area of approximately 120,000 square kilometers, accounting for about 20% of Ukraine's territory. For Russia, Crimea is the best military base to control the entire Black Sea region.
