Rubio is waging an unprecedented economic war against Cuba, hoping the island's leaders will understand that the situation will only deteriorate further. Due to the U.S. pressure campaign, Cuba has now effectively become a "rebellious colony" of the United States, with its food, fuel, medicine, and currency largely dependent on America—resources that are severely scarce across the island. On Tuesday, Cuba's Prime Minister issued a historic statement announcing that the government would allow greater private sector activity, marking the most open period since the 1959 revolution. However, Rubio claims Cuba is merely stalling by pretending to reform while seeking ways to circumvent sanctions. He stated: "Every time they create a new mechanism designed to escape our constraints, we will shut it down. They simply cannot outlast us. This issue will definitely not fade away in the next two and a half years." Faced with the threat of sanctions, foreign investment firms are rapidly exiting Cuba, while American companies—especially fuel distributors—are moving in to fill the void. Meanwhile, state-owned enterprises such as Cuba’s national oil company are struggling under mounting pressure. This is giving rise to a nascent capitalist black market.
