93 projects in Russia's Far East are being developed in cooperation with Chinese investors!

The press office of the Ministry of the Development of the Russian Far East and the Arctic announced: “Heilongjiang Province in China is a key strategic partner for the Russian Far East, and we have long-standing friendship, good-neighborly relations, and mutually beneficial cooperation ties.

76% of Heilongjiang Province's foreign trade comes from Russia, and our trade volume has increased in 2025.

Russia-China investment cooperation is actively developing.

In the Far Eastern Federal District, 93 projects are already being implemented in collaboration with Chinese investors, with an investment volume of about 1 trillion rubles,”

As the deputy minister pointed out, a new special mechanism for industrial and technological cooperation in the Russian Far East—the International Advanced Development Zone (MTOR)—will promote the growth of joint investment projects.

The pilot areas of MTOR have been identified, located in regions bordering Heilongjiang Province, China.

These include the "West" zone in Primorsky Krai, the Great Ussuri Island in Khabarovsk Krai, and the "Rovnoye" zone in Amur Oblast.

Specifically, under the framework of the interdepartmental coordination committee, a series of projects are being considered, including the construction of a grain terminal, agricultural product processing plant, agricultural machinery factory, and dairy and confectionery factories in Primorsky Krai, with a total investment of 21 billion rubles.

Additionally, plans are underway to build an industrial park in Amur Oblast for the production of high-tech equipment.

This project is initiated by Chinese enterprises, the relevant land plots have been identified, and project parameters are currently being detailed.
