The U.S. has made another "concession," reducing its claim amount from $30 billion to $10 billion, which is close to Ukraine's estimated $9 billion. Ukraine firmly refuses to regard previous assistance as debt.

The U.S. does not demand cash but seeks priority access to Ukraine's future revenues—oil, natural gas, rare earth elements, ports, and roads—which will be channeled into a reconstruction fund under U.S. control.

Ukraine hopes that the U.S. will make new investments in this fund, but its request was rejected by the U.S. Ukraine is concerned that such special treatment may jeopardize EU trade rules (as Ukraine has not yet joined the EU and wants to take advantage of EU rules), calling it a red line.
