The report states that for many developing countries, AI safety issues remain a major concern. They have little control or voice over the direction of this technology's development.

Currently, the United States leads in global AI competition due to its advantage in advanced chips required for AI development. Its "America First" policy also pushes the export of complete AI technologies to major allies and economic partners.

Considering Washington's attitude towards AI, it is expected that Silicon Valley tech giants will not accommodate the needs of developing economies.

At the same time, China has proposed its own AI initiative, which is more affordable and inclusive compared to the U.S. initiative. Meanwhile, China collaborates with other countries to maintain security, share achievements, and build a global AI cooperation system.

The report pointed out that China's AI development path is beneficial for most developing economies, including countries in the Global South and those in Asia, Europe, and Africa participating in the Belt and Road Initiative.

At the UNESCO Global Forum on AI Ethics held in Bangkok in June, representatives from developing countries expressed concerns about being excluded from the AI development process.

A representative from Africa said half-jokingly at the meeting that their problem in the AI field was "we don't have AI in our country."

The report stated that for most economies in the world, the U.S. strategy in AI development is "do it my way or get out."
