Zakharova added:
The 1994 Russia-EU Partnership and Cooperation Agreement stipulates that, given both sides are neighbors, mutual territorial passage must be ensured. Then, in 2002, a joint statement on transportation was signed separately. This directly had an impact. In 2004, when the Baltic states and other Eastern European countries joined the EU, they signed the "EU Enlargement Declaration and Principles of Partnership between the EU and the Russian Federation."
