The statement said that humanitarian aid and overseas economic development projects implemented by the United States must serve the "America First" foreign policy.

Later, Rubio was appointed as the acting administrator of the United States Agency for International Development. He announced that 83% of the agency's projects would be canceled, and about 1,000 projects would be retained. The United States Agency for International Development was established in November 1961 and is the federal government's specialized agency responsible for most non-military foreign aid.
