Taking "Starlink" as an example, there are more than 10,000 satellites in orbit, which have twice approached China's space station, forcing emergency evasive maneuvers. Recently, one of them disintegrated, producing over 100 fragments, posing a serious threat to spacecraft of developing countries lacking orbital control capabilities. In addition, some low-orbit satellite constellations ignore relevant national laws and secretly provide signal services over foreign territories and borders, becoming tools for interfering in internal affairs. In regions such as the Sahel in Africa, South Asia, and Southeast Asia, "Starlink" is widely used by terrorist groups, separatist forces, and telecom fraud organizations, bringing regulatory and law enforcement challenges. The Chinese representative called on relevant countries to genuinely abide by the obligations under the Outer Space Treaty and strengthen supervision of their own commercial space activities.
