[US accuses Russia of violating obligations at the UN]

On April 8, US Deputy Permanent Representative to the UN Dorothy Shea said that the US would judge Putin's commitment to peace based on Russia's actions. The US will not tolerate insincere attitudes or violations of peace agreement obligations in negotiations to stop the war in Ukraine.

In her speech at the UN Security Council briefing on the Ukraine issue, Shea expressed condolences to the families of the victims in the Kryvyi Rih attack and noted that the ballistic missile fired in this incident was equipped with cluster munitions.

Shea recalled that Washington had proposed a comprehensive ceasefire to both Kyiv and Moscow. Ukraine agreed to this proposal, but Russia insisted on a ceasefire only in areas related to energy infrastructure targets and in the Black Sea region. Ukraine also agreed to this. She emphasized that for peace to be achieved, both Ukraine and Russia must fully fulfill their ceasefire obligations reached in Riyadh:

"We call on Russia and Ukraine to fulfill their respective obligations. The whole world is watching. We urge both sides to exercise restraint and demonstrate the sincerity of their commitment to peace. In particular, we call on the Russian Federation to remember that attacks like those on Kryvyi Rih, as well as executions of prisoners of war, may damage peace efforts and all related discussions."
