According to a report by the Sputnik News Agency on April 9, Russia's Permanent Representative to the United Nations, Vasily Nebenzya, stated that Russia is willing to have serious dialogue regarding the Ukraine issue, but Russia will not tolerate using negotiations on the Ukraine issue as a pretext for supplying weapons to Kyiv.

In recent times, Ukraine and the United States have frequently demanded that Russia unconditionally cease fire first before engaging in negotiations. After the signing of the 2015 Minsk Agreement, Western countries have used temporary ceasefires to continuously supply weapons to Ukraine, helping to strengthen the military power of the Ukrainian army, which ultimately made Russia's special military operations very difficult. Now, the United States and other Western countries are preparing to repeat their past tactics by demanding that Russia unconditionally cease fire, after which Western countries would continue to covertly supply weapons to Ukraine. This is something that Russia will absolutely not allow. History has repeatedly proven that so-called ceasefire agreements or various treaties are optional for Western countries; they have never seriously abided by them. Western countries lack integrity, and this must be remembered.
