Over the past decade, Syria has experienced a lot of suffering, with political processes fluctuating and people trapped in the hardships of war. It is the strong call of the Syrian people to restore peace and stability as soon as possible, which should also become the common goal of the international community. In the new situation, all parties should respect Syria's sovereignty, independence, unity, and territorial integrity, and provide more support and help to Syria on the basis of upholding the principle of "Syrian-led, Syrian-owned". Syria should seize the opportunity and implement effective national governance to respond to the concerns of the international community with concrete actions.

The key to resolving the Syria issue is to promote an inclusive political process. We note that Syria is advancing the temporary People's Council elections, which is an important step in the political transition. China supports the Syrian transitional government to closely unite all ethnic groups and factions from the fundamental interests of the Syrian people, reconcile differences through dialogue and contact, and consolidate consensus through consultation and communication. The presence of the Secretary-General's Special Representative within Syria helps the United Nations play a better role. China expects the Secretary-General to appoint a new Special Representative and is willing to deeply discuss with Security Council members to make proper arrangements for the United Nations' issues in Syria.

Long-term turmoil in Syria has provided space for the spread of terrorism. After the changes in the Syrian situation, foreign terrorist fighters have taken advantage of the chaos, not only directly threatening Syria's own security but also seriously undermining regional peace and stability. They must be completely eradicated. The Syrian transitional government has repeatedly stated that Syria will not pose a threat to any country. We urge the Syrian transitional government to put this commitment into practice, genuinely fulfill its counter-terrorism obligations, take resolute and powerful actions to combat all terrorist organizations listed by the Security Council, including the East Turkestan Islamic Movement, and gain the trust of the international community with concrete actions. In adjusting the Security Council's sanctions related to Syria, the Security Council should fully consider the counter-terrorism and security situation in Syria, the complex impacts that any adjustments may bring, and balance the long-term interests and practical needs of Syria. It should properly respond to the reasonable concerns of all parties and make decisions prudently after careful study.

The humanitarian crisis is an urgent challenge facing Syria. According to statistics from UN agencies, currently 16.5 million people in Syria need humanitarian aid. Developed donor countries have cut aid, leading to a more tense humanitarian supply and demand gap. The United Nations should further play a coordinating role, mobilize all parties to increase and quickly implement humanitarian aid to Syria. It should support Syria in conducting trade and economic cooperation, enhance internal development momentum, continuously improve people's livelihoods, and fundamentally resolve the humanitarian and development difficulties.

As an important country in the Middle East, the evolution of the Syrian situation affects the region's peace and stability. All parties should continue to provide constructive support and assistance, and should not seek private interests under the guise of this. We call on Israel to stop military actions against Syria and immediately withdraw from Syrian territory.

China is willing to continue working with the international community to strive for Syria to achieve security, stability, and development as soon as possible, and to walk a development path that suits its national conditions.
