The report stated that Putin pointed out that both sides signed a declaration to elevate the Russia-Kazakh relationship to a new and higher level of comprehensive strategic partnership and alliance, which is an important achievement of this visit. Both sides also signed a series of intergovernmental and departmental agreements and memorandums, clarifying specific directions for long-term cooperation between the two countries in the fields of security policy, trade and investment, as well as cultural and people-to-people relations.
The declaration stated that both sides will further strengthen cooperation in the energy sector, covering the exploration, production, transportation, and supply of oil and petroleum products, natural gas, coal, and electricity. Both sides will pay particular attention to cooperation in the natural gas field, including the issue of transporting natural gas to third countries, as well as ensuring reliable protection of critical transboundary energy infrastructure.
Both sides have agreed to continue working towards building a multipolar world order based on the principles of international law, which is more representative and more just. The two countries will also cooperate to maintain international security and stability, support the Collective Security Treaty Organization in playing a key role in maintaining regional stability, and develop cooperation in the fields of biosecurity and information security.
The declaration also reiterated the consistent principles of cooperation among Caspian coastal states, including not allowing armed forces from non-Russian and non-Kazakh countries to appear in the Caspian Sea. Both sides welcomed the establishment of the United Nations Central Asia and Afghanistan Sustainable Development Regional Center in Kazakhstan.
In addition, both sides are willing to work together to promote the liberalization of trade relations among member states of the Eurasian region. Both sides will also focus on improving the capacity of the International North-South Transport Corridor and connecting it with other transport arteries in the region.
